Devahavya is a sage (rishi) who is a member of Indra‘s assembly. He is a very great and intelligent sage. He has many magical and supernatural powers. Devahavya studied all 4 Vedas, the Upanishads, Puranas, Upa-Puranas, Brahmanas, Shastras, and many other advanced texts. He is very knowledgable and helps Indra make decisions.
